We examine current rice policies in four major Asian countries (China, Japan, Korea, and Taiwan), their relationship to current WTO disciplines, and to those proposed under the Doha negotiations. WTO disciplines have prompted some changes in rice policies, but disciplines of domestic support are unlikely to impose serious constraints in the future. Using the example of Taiwan, we examine how existing support policies could be changed to reduce domestic distortions and satisfy WTO commitments. Changing from existing amber box payments to those that would likely qualify for inclusion under the blue or green boxes could allow greater market orientation in Taiwan’s rice market, while satisfying food security and farm income support objectives. |

In general, reported rates of return to agricultural R&D are high, but questions have been raised about upward biases in the evidence. Among the reasons for this bias, insufficient attention to attribution aspects-matching of research benefits and costs-is a pervasive problem, the magnitude of which is illustrated here with new evidence for Brazil. Over the period 1981 to 2003, varietal improvements in upland rice, edible beans, and soybeans yielded benefits attributable to research of $14.8 billion in present value (1999 prices) terms; 6.1 percent of the corresponding value of crop output. If all of those benefits were attributed to Embrapa, a public research corporation accounting for more than half Brazil's agricultural R&D spending, the... |

Cereal grain yields have increased worldwide during the 20th century as a consequence of plant breeding, improved cultural practices and intensive use of inputs. However, there is evidence that there are differences in yield pattern evolution across countries and cereals. The purpose of this study was to compare trends in the yields of the most commonly produced cereals in Chile, namely wheat, oat, barley, maize and rice, to identify similarities in trends across crops and to estimate long-term growth rates in the yields and their changes over time. Data for wheat, barley, oat, rice and maize yields between 1929 and 2009 were obtained from the Chilean Oficina de Estudios y Políticas Agrarias (ODEPA). A first-order autoregressive (AR1) model with trend was... |

In Venezuela, pedigree analyses indicate that the rice varieties currently under cultivation are closely related. Effective breeding programs, based on knowledge of the genetic diversity of cultivars, are needed to broaden the genetic bases of rice germplasm in the country. In this study, we used a set of 48 simple-sequence-repeat (SSR) markers to assess the genetic diversity of 11 Venezuelan rice cultivars, released by the National Rice Breeding Program between 1978 and 2007. A total of 203 alleles were detected, the number of alleles (NA) per marker ranged from 2 to 9, with an average of 4.23. The average genic diversity (H) over all SSR loci for the 18 genotypes was 0.524, ranging from 0.105 to 0.815. Positive correlations were found between H at each... |
